#9747 [Subcontracting] Bug 641607: Fix misleading error message when disabling Legacy Subcontracting with open WIP purchase orders

Fixed the error message when disabling Legacy Subcontracting to correctly state that only purchase orders with WIP Items block the operation, not all subcontracting purchase orders.
