#9779 [Extensibility Request] issue 30361: add OnAutoArchiveJobOnCaseElse event to Job Archive Management

A new integration event OnAutoArchiveJobOnCaseElse is added to Job Archive Management so extensions can handle custom archive modes beyond the standard options.
