#9820 Use ReadCommitted isolation for CalcFields in Job Queue Entry GetXmlContent

Job Queue Entry GetXmlContent method now uses ReadCommitted isolation when reading the XML parameter BLOB to prevent unnecessary locking and blocking in concurrent scenarios.
