# #202 Restore deterministic review fixture coverage

- Registers 23 paired knowledge articles across data modeling, error handling, performance, security, style, testing, UI, upgrade and web services domains
- Preserves all existing fixture selections while adding three narrow retrieval keywords for better test control selection
- Keeps coverage waivers empty and validates through comprehensive synthetic and final-diff gates with zero waivers
- Adds routing metadata: credit-memo-routing for al-comments article, rec-modify pattern for pages article, subtype-test for testing article
- All 19 existing review leaves and skill indexes preserved; passes knowledge index, skill schema and review contract validation
