#84 Package BCQuality as an installable plugin (experiment)

Experimentally packages BCQuality as an installable plugin for Copilot CLI and Claude Code hosts. It adds marketplace and plugin manifests plus a bridge skill that bootstraps the existing entry protocol for AL code review, without changing knowledge or routing logic.
