#2330 Emit valid SARIF URIs for AL code analysis paths containing spaces

ProcessALCodeAnalysisLogs now properly URI-encodes file paths with spaces in SARIF output to comply with URI standards and prevent upload warnings.

What changed

  • Added ConvertTo-SarifArtifactUri function to encode path segments while preserving forward slashes
  • Spaces in file paths are converted to %20 in SARIF artifact URIs
  • De-duplication logic still uses raw path names, ensuring semantics are unchanged
  • Eliminates thousands of ‘not a valid URI’ warnings from SARIF uploads
  • Behaviour changes for users or extensions.
