#2378 Retry CI/CD baseline discovery when no eligible run is found

AL-Go now retries CI/CD baseline discovery up to three times when the GitHub workflow-runs API returns incomplete results, with backoff pauses between attempts and pagination resets to avoid missing eligible baselines.
