#2395 Prevent workflow telemetry failures from failing the workflow

WorkflowPostProcess telemetry failures no longer cause the entire workflow to fail, allowing GitHub API errors during finalization to remain visible in logs without blocking successful builds.

  • Validated with 9 targeted tests on multiple PowerShell versions
  • Behaviour changes for users or extensions.
