#10032 Fix Agent List and Agent Task List filter and refresh issues (AB#646062)
Fixed filter visibility and refresh issues on Agent List and Agent Task List pages by moving system-managed filters from the user-owned filter group to the server-owned filter group, and updated the Archive action guard to re-read the agent state from the database instead of relying on cached page data.

What changed
- Moved Agent List toggle filters (Show all agents, Show agents for all companies) from filter group 0 to group 2 so they properly control the result set
- Fixed Archive action guard on Agent List to call Agent.IsActive instead of reading cached Rec.State, ensuring it reflects the current database value
- Modified Agent Task List to skip the archived agent substate filter when opened for a specific agent, preventing empty lists when viewing tasks for an archived agent
- Moved Agent Task List toggle filter (Show tasks from all agents) to filter group 2 for proper effect
- System-managed filters are now invisible and non-removable in the filter pane, with toggles as the only control method
- Behaviour changes for users or extensions.
