#10878 Ruleset hardening: promote five low-risk rules to Error

What changed

• Five rules (AL0254, AL0523, AA0242, AA0224, AW0007) now apply at Error level in the repo ruleset
• Partial-record loads fixed by adding fields to SetLoadFields calls
• Missing captions added and prepayment test report request options separated from the internal option
• New Employee Ledger Entry keys added for Closed by Entry No. and NL proposal sorting
• 46 ID-qualified suppressions kept; overrides drop from 81 to 76
