#11654 Repair and re-enable Expense Agent permission and posted-history tests

Expense Agent tests were repaired and re-enabled. The fixes cover permission checks, posted-history fixtures and foreign-currency fixtures, and 14 exclusions were removed from the disabled-test manifest. The Travel Requests API page was also adjusted, and HTTP API test exclusions stay in place.
