#9515 [Master] - 'Greater Than' Withholding Tax Calculation Rule is not applied correctly in Withholding Tax Posting Setup.
The 'Greater Than' withholding tax calculation rule and other rule options are now applied correctly in withholding tax posting setup by replacing hard-coded threshold checks with a rule-aware procedure.

- Hard-coded Abs(Amount) < Min. Inv. Amount checks replaced in the journal subscriber, the management codeunit and the purchase subscriber codeunits
- Tests added in the withholding tax test codeunit
- Behaviour changes for users or extensions.
