27 Projects reports now have tooltips defined at the report level
Duplicate tooltips removed from page actions in pages like Job Card, Resource Card, and role centers
Changes propagated to all country layer forks to maintain consistency
Metadata-only change with no runtime behavior or breaking changes
Follows the same cleanup pattern already applied to other system areas
