#9544 636017 Move CRM report action tooltips to report objects
CRM report action tooltips are moved from page actions to report objects, and this change is propagated across all country forks to maintain consistency.

What changed
- 16 CRM reports now have tooltips defined at the report level instead of on page actions
- Duplicate tooltips removed from page actions in W1 and all country forks
- Change applied to all country layers including APAC, BE, CH, DACH, NA, NL, NO, and RU
- Tooltips are now defined once and apply wherever reports are invoked
- Metadata-only change with no runtime behavior impact
