#9549 636017 Move Purchases report action tooltips to report objects

Tooltips for 18 purchase-related reports are now defined on the report objects themselves rather than on the page actions that invoke them, eliminating duplication across W1 and all country layers.

  • Report-level tooltips added to 18 Purchases reports, including purchase statistics, vendor balance and trial balance reports, and the delete invoiced purchase order reports
  • Duplicate tooltips removed from page actions in W1 and from 55 page forks across 18 country layers
  • Report-level tooltips added to 8 forked report objects to match W1
  • Metadata-only change with no runtime behavior impact
  • Follows the same cleanup pattern already applied to warehouse, manufacturing, service, sales and inventory
